The initial phase of the Sovereign Cloud Stack (SCS) was funded by the German Federal Ministry for Economic Affairs and Climate Action (BMWK) with €13.2 million, supporting its development and establishing a strong foundation for sovereign cloud infrastructure. Now, the long-term sustainability and further evolution of SCS are ensured through the SCS Forum, where leading industry partners provide financial and strategic support to drive its continued growth.
The founding members of the SCS Forum have committed not only financial resources—collecting an annual budget of €257,000—but also their expertise in open cloud, security, and infrastructure automation.

Since July 2021, the Sovereign Cloud Stack (SCS) project has been backed by BMWK funding and developed under the Open Source Business Alliance (OSBA).
The initiative brings together over 25 companies and more than 50 developers collaborating within the upstream open-source communities, including Cloud Native Computing Foundation (CNCF), OpenInfra Foundation, and ALASCA e.V.
SCS is more than just software—it is a holistic framework for building federated, production-ready open-source cloud infrastructure. Currently, six public cloud providers operate SCS-based solutions, ensuring truly sovereign and GDPR-compliant cloud offerings. More public and private cloud deployments are underway, demonstrating the growing impact of SCS in shaping a resilient European cloud ecosystem.
Additionally, SCS provides the foundation for Gaia-X Federation Services (GXFS/XFSC), delivering key components needed to establish a trusted, decentralized, and federated cloud infrastructure for Europe.
The Open Source Business Alliance (OSBA) is Germany’s largest open-source industry association, representing over 200 member companies with a collective turnover exceeding €126 billion. The OSBA works alongside research institutions, enterprises, and public sector organizations to drive open standards, digital sovereignty, and security in cloud computing.
By promoting open-source software in public procurement and industry innovation, OSBA is shaping the future of Europe’s digital infrastructure.
